Parking must stop being a car storage facility
Wrocław officials argue that the current system does not fulfill its basic function. An external analysis on which the resolution project is based points to a low vehicle turnover and 100% occupancy of spots. Drivers leave cars for many hours, so others circulate around the center, even though the city formally has thousands of paid spots.
It is precisely this mechanism that will change the higher price. Today the first hour costs 3 PLN in the regular zone, 5 PLN in the inner-city area B and 7 PLN in area A. With a minimum wage of 4,806 PLN, rates would rise to 4.80 PLN, 6.70 PLN and 9.10 PLN respectively.
New fees will take effect on 1 February 2027, and their actual amount will depend on the future minimum wage. The government proposal mentions 4,950 PLN, and the final amount should be known no later than 15 September.
One resolution, raises for subsequent years
The biggest reaction is not just the price increase itself, but the way it is set. Rates will be tied proportionally to the minimum wage. When the minimum wage rises, parking will automatically become more expensive.
Piotr Uhle from the Fix the Future club called this system a "perpetual raise." In his view, every fee change should be preceded by a separate debate and a concrete justification. Łukasz Kasztelowicz from Law and Justice went further: he assessed the raise as drastic and warned that the center cannot become a space available only to wealthier residents.
The last price adjustment took place in 2021, and parking rates in Wrocław are lower than in other cities. After changes, parking revenue could increase by about one million PLN per month. The resolution was supported by 23 councilors, two voted against, and four abstained.
Higher parking will change everyday choices
The new price list will hit long parking the hardest. With the current minimum wage, the second hour in area A would cost 10.50 PLN, the third 12.40 PLN, and each subsequent 9.10 PLN. In the regular zone it would be 5.70 PLN, 6.70 PLN and 4.80 PLN respectively.
Supporters of the changes also point to an alternative: a resident can buy an annual ticket for 800 PLN for buses, trams and trains within the city. Cheap parking spots sound attractive, but when they are constantly occupied, they are cheap only on paper.
Wrocław currently has 9.5 thousand paid spots, and in 2028 it plans to have 18 thousand. The resolution exempts, among others, veterans, combatants, communist opposition activists and Wrocław pioneers from fees. The way payment notices are delivered will also change, moving to e-Delivery or hybrid letters.
