Local authorities begin paying in advance
Extreme weather events strike the most basic services, such as water supply, sewage drainage and urban sewer flow. When infrastructure fails, the problem does not end with a flooded road. In Kłodzko over 7,000 people need restoration of municipal services after flood damage.
Therefore three projects funded by the European Funds for Infrastructure, Climate, Environment 2021-2027 address two different but related scenarios. The first is post-disaster reconstruction. The second is preparing the city so that intense rainfall causes less damage.
The agreements with beneficiaries were signed by Robert Gajda, deputy chairman of the Board of the National Environmental Protection and Water Management Fund. As he noted, such investments increase residents’ safety, protect water resources and strengthen the resilience of local communities.
Kłodzko does not patch damage, it rebuilds the system
The Kłodzko Municipality waterworks will implement a project worth over 40 million PLN, with additional funding exceeding 31 million PLN. The scope is broad, covering the reconstruction and overhaul of 23 water and sewage infrastructure facilities in the Kłodzko agglomeration, including a water treatment plant, a sewage treatment plant and a pumping station.
Over 7,000 residents will regain access to water and efficient sewage drainage. This is the difference between provisional operation after a catastrophe and the return of basic services, without which no municipality can operate stably.
Rain as a resource, not a threat
Wejherowo will allocate nearly 22.5 million PLN for green-blue infrastructure, of which over 17.9 million PLN will be covered by co‑financing. The city will build rainwater and meltwater treatment facilities, a rain garden, retention tanks (underground and open) and a storm sewer. As a result, water will be retained and used instead of flowing rapidly and increasing flood risk. About 46,000 residents will benefit.
Malbork will take a similar path, with more than 2.8 km of storm sewer and nearly half a hectare of green infrastructure supporting retention in the Wielbark district. The project worth over 13.5 million PLN will receive over 10.6 million PLN in support.
