          When digital paradise meets real military threats

          In Sweden, over 90-95% of retail transactions are cashless, and this figure has been steadily rising. The fintech paradise, however, has led to an extreme situation where in many places paying with physical coins was practically impossible. This is a powerful, everyday inconvenience for seniors, people with limited disabilities, and millions of foreign tourists. The digital idyll was thriving until the brutal, contemporary geopolitical reality shook the world.

          Everything changed dramatically in 2022. The full-scale Russia’s invasion of Ukraine made Swedes realize how fragile and sabotage-prone a financial infrastructure that relies solely on constant power supply and stable internet is.

          The Central Bank of Sweden “Riksbank” had already been conducting advanced tests of a national digital currency, e-krona, in 2017, preparing for a final farewell to paper money. That project was irrevocably suspended.

          It turned out that in the face of a potential military conflict or a large-scale cyberattack on banking systems, the physical circulation of cash is absolutely essential for the state’s survival and the maintenance of basic social functions. Where electronic money fails, traditional cash becomes a bastion of security.

          From Wednesday, July 1, Swedish regulations enter a completely new era of economic reality. Grocery stores and pharmacies are legally and unconditionally required to accept cash payments. This decision has a clear strategic purpose, namely to drastically strengthen the entire country’s resilience in the event of a sudden geopolitical crisis or war. When servers go down, citizens must still have the technical ability to buy bread and life-saving medicine.

          This is not the end of the state’s blow to the digital monopoly of commercial institutions. New regulations impose a duty on retail banks to accept cash deposits from individual customers and companies, which will save the ATM and deposit infrastructure that has been destroyed over the years.

          Riksbank has already opened two strategic, highly secure vaults with money to artificially sustain the circulation of physical money in the market. Moreover, the central bank issued an official recommendation – every household should hold at least 1,000 SEK in cash per adult. This is the iron financial reserve promoted by officials.

          Emergency Plan B, i.e., offline payment cards come into play

          The government and financial sector are well aware that a mass return to coins will not happen overnight. That’s why Riksbank signed a groundbreaking agreement with payment market representatives, which came into force today. It expands the ability to make temporary offline payments with cards in case of telecommunication system failures.

          With this solution, in the event of a complete loss of internet connectivity, store terminals can safely authorize transactions for basic goods using a physical chip and PIN code up to a limit of 2,000 SEK.

          Data will be stored in secure device memory and automatically settled only after the network failure is resolved. This technology is intended to be a key bridge between modernity and national security.
