      The UK real estate market is preparing for regulatory changes

      The United Kingdom government plans to announce changes to regulations in the real estate market, aimed at simplifying the apartment buying process and reducing transaction costs

      Gazumping is a situation where a property is sold to another buyer for a higher price than the one previously agreed with the first interested buyer.

      In contrast, gazundering occurs when, after agreeing on a sale price but before signing the contract, the buyer withdraws their offer, lowers it, or makes additional demands at the last moment.

      According to BBC, after the changes are introduced, sellers will be required to prepare so‑called sales packages, containing detailed information about the property and other interested buyers. 

      The announced changes, even at an early stage of the process, will help create a more transparent and fair system for all parties, eliminating the risk of abandoning the contract at the final stage of transaction completion

      The United Kingdom announced this reform for the first time last year, but it is expected that its implementation will not occur before 2029

      Unfair practices in the housing market, including gazumping and gazundering, are already prohibited in Scotland. 

      Information from The Independent indicates that the planned reforms could shorten the average property sale time by about four weeks and also reduce the cost of buying an apartment by 650 pounds.

      Green light from the UK Prime Minister. When to expect results?

      “Getting the keys to your own home is one of the most important events in every person’s life,” said the United Kingdom Prime Minister, Keir Starmer.

      “However, the current system that should provide support turns this process into a real struggle, leaving people in uncertainty and making this opportunity unattainable for them,” he added.

      Starmer, who called the existing regulations “outdated,” said the new changes will “save people time and money and give them confidence, which they deserve”.

      It’s about building a stronger and fairer United Kingdom that works for the next generation and makes the dream of owning a home a reality for far more hardworking people,” he said.

      Housing Minister Steve Reed said that “buying or selling a house should be one of the most wonderful moments in life, not a dragging nightmare full of delays, hidden costs, and failed transactions”.

      The first guidelines for the new process will appear later this year, while consultations on broker qualifications in real estate transactions and expanding digital tools are planned for 2027

      The changes are to enter the final stage before the end of the parliamentary term in 2029.

      “This staged approach gives the industry time to adapt, while also allowing for the fastest implementation of improvements,” was communicated.
