During a visit to Kalisz, Przemysław Czarnek revealed a secret about the 21-point program that PiS intends to propose to voters. So far, three points from the list have been disclosed. Among them is dropping the ETS fee, which would happen if PiS returned to power in Poland. Another point to be implemented is exempting seniors from the PIT tax who earn up to 2.5 thousand PLN net on their pension. The third proposal disclosed is raising the first tax threshold to 180 thousand PLN.
Will the first tax threshold be raised?
Experts have long been convinced that the first tax threshold should be raised from the current 120 thousand PLN. In recent months, a citizen initiative also proposed raising the first threshold to 171 thousand PLN.
The proposers suggested that the limit in the first tax threshold should be twice the annual median salary. According to data cited in the petition, the median salary in 2025 was 7,138 PLN per month, which annually amounts to 85,656 PLN. Twice that amount – as the petition authors state – would be 171 thousand PLN.
“I believe this is a very sound direction. The amount currently in force for the first tax threshold, 120 thousand PLN, was set a few years ago. Wage growth has caused more people to exceed this amount and fall into the second threshold. And I’m not talking about extremely wealthy people, just ordinary people, such as teachers, entrepreneurs, or specialists. It’s about the so-called middle class,” said PiS MP Bartłomiej Dorywalski, a member of the Parliamentary Committee on Public Finance, in an interview with FXMAG.
The party colleague’s stance was also supported by PiS prime minister candidate Przemysław Czarnek, who, during a meeting in Kalisz, argued that more Poles are falling into the second tax threshold. And not only the wealthy, but the so-called middle class, which can include civil servants and teachers, who through “thirteens” and year-end bonuses must pay 32% tax instead of 12%.
Improving the situation for some Poles would also come from raising the tax-free allowance from 30 to 60 thousand PLN. This is a promise of the Civic Coalition, which, despite two years of government, has still not been fulfilled, and let’s remember it was written in 100 specifics for the first 100 days of government.
Many Poles would benefit financially
Raising the first tax threshold to 180 thousand PLN would translate into a real increase in salaries for some Poles. In 2025, according to ministry data, 2.4 million taxpayers fell into the second threshold.
As calculated by Piotr Juszczyk from inFaktu quoted by “Fakt”, some Poles could gain even 1,000 PLN per month.
According to the expert, raising the first tax threshold would not affect those earning up to 10 thousand PLN gross per month. A person earning 12.5 thousand PLN gross would gain 107 PLN per month, which would amount to 1,286 PLN per year. For people earning 15 thousand PLN gross per month, they would gain 539 PLN on one salary. This would translate into 6,466 PLN per year, which would stay in their wallets. Meanwhile people earning 18 thousand PLN gross per month and above would gain 1,000 PLN per month, which would amount to 12 thousand PLN per year.
According to the Ministry of Finance, raising the first tax threshold would cost the State Treasury 20 billion PLN per year.
